Proposed Annexation of Redwood Valley County Water District, 2025-2026

The Russian River Flood Control & Water Conservation Improvement District (RRFC) proposes to annex 9,610 acres of the Redwood Valley County Water District (Redwood) into the RRFC boundary. Currently, approximately 200 acres of the southern part of the Redwood lie within the RRFC boundary; the annexation would result in the entire Redwood district being within the boundaries of the RRFC. The proposed annexation would not dissolve Redwood nor consolidate any services. RRFC would not assume Redwood operations, management, governance, or debt. The Redwood Board would remain as the governing body of Redwood.

In October 2025, the RRFC Board approved the submission of the LAFCo application for annexation. The full submission packet has been uploaded here and submitted to LAFCo on October 14, 2025. LAFCo then published the Application Referral to interested parties (linked below.) Progress will be reported out at RRFC Board meetings and by request.

 

Tax Sharing Agreement

The County of Mendocino Supervisors and the RRFC Board will both consider Resolutions to adopt a zero tax exchange for the annexation in July 2026. When drafts are available, they will be posted here.

 

LAFCo Public Hearing to Consider Approval of Annexation 

LAFCo has tentatively scheduled one public hearing to consider the Annexation Application on Monday, September 14, 2026. More information will be posted when it becomes available.
